Specifically: Activities of exploitation and commercialization of intellectual property are focused and promoted, the proportion of inventions being exploited commercially reaches 8-10% of the patents granted protection titles; have at least 1-2 plant varieties exploited right abroad; a significant number of enterprises effectively using intellectual property tools in their production and business activities; developing a number of industries with high levels of intellectual property use, especially those with priority and competitive advantages, significantly increasing their contribution to GDP growth; geographical indications, genetic resources, traditional knowledge, technical secrets, folklore are protected and effectively exploited in production and business activities; developing cultural industries based on copyrights and related rights in order to create more and more diversified and high quality creative products; Striving to 2030, revenue of cultural industries based on copyright and related rights will contribute about 7% of GDP, creating more jobs for the society.

To accomplish the above objective, the Strategy outlines the tasks of perfecting policies and laws on intellectual property; improve the effectiveness and efficiency of state management of intellectual property; focus on promoting and improving the effectiveness of intellectual property rights enforcement; promote activities to create intellectual property; encourage and improve the efficiency of intellectual property exploitation; developing intellectual property support activities; strengthening human resources for intellectual property activities; forming a culture of intellectual property in society; actively, proactively cooperation and international integration on intellectual property.

Strictly handling violations of intellectual property rights

Promote the creation of innovation centers in combination with venture capital investment forms to nurture intellectual properties from idea creation, research and development of intellectual properties to pilot production. , forming start-up businesses; assisting startups in perfecting technology, creating products and services with high added value. Effective implementation of mechanisms to encourage individuals to participate in the process of technological innovation and cultural creation. Encourage and improve the efficiency of intellectual property exploitation
